In accordance with the Passport for issuance of Qualification Certificate of Appraiser, approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated November 30, 2023, No. 635, if the appraiser regularly (two or more times) within one year prepared an unreliable appraisal report or expert opinion, the validity of the Qualification Certificate of Appraiser shall be terminated on the basis of a court decision.
The expert commission for expert examination of materials on evaluation of valuation objects in disputable situations at the request of the courts, 10 expert reports prepared by appraiser Hudoybergenov Dilshod Ilhamovich, carrying out his activities in the appraisal organization LLC “Elit Innovatsion Baholash” were recognized as unreliable.
For reference: the order of work organization of this commission is approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan from July 28, 2008 № 161 “On approval of the mechanism of conducting an expert examination of reliability of valuation reports”. In accordance with this resolution, UzSAMA is a working body of the Commission.
In this regard, based on the decision of Urgench inter-district court on civil cases dated November 1, 2024, issued on the claim of the State Assets Management Agency, as well as in accordance with the resolution of the State Assets Management Agency of the Republic of Uzbekistan dated December 11, 2024 № 266/11-qr, the validity of the qualification certificate of appraiser dated June 29, 2022 № 0661 issued to Hudoybergenov Dilshod Ilhamovich is terminated.
Also in the Register of persons having a qualification certificate of the appraiser, information about the termination of this certificate was entered.
At the same time it is informed that according to the Decree of the President of the Republic of Uzbekistan from April 24, 2008 № 843 “About further improvement of activity of appraisal organizations and increase of their responsibility for quality of rendered services”, in accordance with the fact that the appraiser's qualification certificate issued to Hudoybergenov Dilshod Ilhamovich was terminated for committed violations of the legislation, he is not allowed to take the exam for repeated obtaining of the appraiser's qualification certificate within one year from the moment of termination of its validity.
